Development of a new Clinical Hospital Sibiu, Romania

Introduction:

This project has been initiated in cooperation with three other foundations: Heart for Romania, Soaza and GDGO. In fact, the idea came out of the blue: we encountered each other in the hospital in Sibiu and after some formal introductions it became clear to us that we all shared the same interests. After a while we began to wonder whether it was possible to build from scratch a totally new university hospital!! After ample hesitations we finally decided to start up this ambitious mega project. Thus the PROJECTPLAN for the DEVELOPMENT of a NEW CLINICAL HOSPITAL was born....

Current situation:

December 2003
In the week of December 1st, 2003, a delegation consisting of Jos Gisberts (Heart for Romania Foundation) and Arnold van Rijn (Urgenta Foundation) has met several times with the hospital's Executive Board and local authorities. The delegation had some good news to share: it had succeeded to wake the interest of Heysterum International Consultancy for this project plan. Heysterum is a Dutch consultancy with great experience in building hospitals in developing countries. After a number of meetings, Heysterum has committed itself to do a preliminary feasibility analysis. The consultancy has come up with numerous questions about legal, organizational and financial matters. It was up to the Romanians to provide them with detailed data.

February 2004
In January 2004 all data was sent by the Romanians and Heysterum International finished its preliminary feasibility report. They advise to do a thorough definitive feasibility analysis which will last several months including a number of visits to Romania by their specialists.
National and local authorities will have to be involved in this because the costs will be extensive and European grants must be obtained.

March 2004
Jos Gisberts of the Heart for Romania Foundation has had a meeting with Ria Oomen, member of the European Parliament. They talked about the best approach to obtain grants by the EU.

October 2004
A delegation of the Urgenta Foundation will leave for Sibiu in December to prepare the projects of April 2005. There will be talks about the new Hospital as well.

Time span not yet set (long, up to very long term).

Costs:

Budgeting not yet done , estimate of 150 million Euro (approx. 190 million USD).
